In the context of the Egyptian State’s commitment to implementing the provisions of Anti-Human Trafficking Law No. 64 of 2010, the Fund for Assisting Victims of Human Trafficking was established by Presidential Decree No. 349 of 2024, and the decree was published in the Official Gazette on August 26, 2024
The Fund enjoys a public legal personality, is affiliated with the Prime Minister, and its headquarters is located in Cairo Governorate, with the possibility of establishing other branches or offices within the Arab Republic of Egypt by a decision of the Prime Minister
The Fund undertakes a number of mandates in coordination with the National Coordinating Committee for Combating and Preventing Illegal Migration and Human Trafficking, and in cooperation with the relevant ministries and entities, including providing financial assistance to victims, establishing suitable projects for them, in addition to psychological and social support programs

The Fund for Assisting Victims of Human Trafficking represents a direct response to real and urgent needs, and a true embodiment of the Egyptian State’s commitment to protecting human rights, and to establishing the principle that human dignity is at the core of every development and humanitarian effort. The formation of the Board of Directors of the Fund for Assisting Victims of Human Trafficking is issued by a decision of the Prime Minister. The Board’s term is three years, renewable for a maximum of two consecutive terms
The Chairman of the Board of Directors is the Chairman of the National Coordinating Committee for Combating and Preventing Illegal Migration and Human Trafficking
Executive Director of the Fund for Assisting Victims of Human Trafficking
An Egyptian diplomat who joined the Ministry of Foreign Affairs in 1990, with over 3 decades of experience. Appointed as Executive Director of the Fund in October 2025.
Served as Assistant Foreign Minister for Parliamentary Affairs until February 2025, Ambassador of Egypt to several countries, and Deputy Assistant Minister for Migration and Anti-Human Trafficking.
Awarded the “Orden del Quetzal” First Class (2017) by the President of Guatemala, the highest honor bestowed upon foreigners.
Holds a Diploma in International Relations from Paris (1993) and a Diploma in International Law from the International Court of Justice in The Hague (1993).
